Normally spin-on oil filter is installed by hand or spanner.

The oil filter is to control the particles and metal inside the lubricant to purify the luburcant ,this makes lubricant life longer for more sustainable work for compressor.
The oil filter has inlet port for let in the lubriant and few outlet ports to let go the purified lubricant. There is an imprtant valve ,the bypass valve to let go the lubricant flow in case of the filter is fully choked . A good oil spin on filter must have a bypass valve.
Some oil filters are equipped with a spanner lid for installation with a spanner.
Be careful of the screw type. Different screws may seem to fit, but leakage will occur.
For the oil filter element, just use hand to install it firmly into the housing and close the cap.
